BACKGROUND
The Washington
State University Network provides ready access to a variety of information
sources, processing capabilities, and data communication services.
While some of these network services are made available by external
organizations or agencies, many are provided by WSU. Network service
policies are needed to ensure the accessibility and appropriate
use of network services provided by WSU.
NETWORK
SERVICE ACCESS POLICY

PURPOSE
Some network
services provided by WSU are available to the public, i.e., they
may be accessed by individuals outside the university without supplying
personal identification. However, mowever, mH aany WSU network services
are non-public, i.e., access to the service is restricted and cannot
be gained without proper identification. This network service access
policy is intended to ensure that non-public network services provided
by WSU are accessed only by the appropriate persons.

SERVICE ACCESS POLICY STATEMENT
The identity
of individuals who access non-public WSU network services shall
be established and verified.
NETWORK
USER IDENTIFICATION
Non-public
WSU network services need to verify the identity of their users.
WSU will provide a common user identification service for individuals
in the university community to access non-public network services.
Currently admitted students, current employees, and others approved
by the university are eligible to obtain a unique WSU Network user
identification known as a network-id. Each individual may select
his/her own network-id, however WSU reserves the right to refuse
acceptance or require replacement of a network-id. Sharing of network-ids
is prohibited. Network-ids are non-transferable.
NETWORK
USER AUTHENTICATION
Identity of
a WSU Network user will be verified by manual entry of a confidential
password. Each individual may select his/her own password. Passwords
must not be disclosed or included in preprogrammed logon procedures.
Sharing a password to allow another person to use one's network
identity for that other person's purposes is prohibited. Each individual
is responsible for any and all use of the WSU Network or network
services obtained under his/her network-id and password.
WSU NETWORK
AUTHENTICATION SERVICE
The WSU Network
Authentication Service will manage WSU network-ids and passwords.
This service provides verification of a user's identity to a non-public
network service.
The WSU Network
Authentication Service will also manage ids and passwords for network
services. It will verify the authenticity of a non-public WSU network
service accessed by a user.

SERVICE USAGE POLICY

PURPOSE
The WSU Network
and access to network services are provided in support of the university's
functions of instruction, research, and public service. This network
service usage policy is intended to ensure that the WSU Network
and all network services are used appropriately.
NETWORK
SERVICE USAGE POLICY STATEMENT
All use of
the WSU Network and any network services accessed by means of that
network shall be in accordance with federal, state, and university
regulations.
NETWORK
SERVICE APPROPRIATE USE
The WSU Network
and network services are to be used in support of the educational
objectives of the university. Each individual using the WSU Network
has the responsibility to use the network and any services accessed
by means of that network for appropriate purposes in accordance
with university regulations and guidelines. Any activity which disrupts
educational use of the network or network services is prohibited.
WSU prohibits
use of the WSU Network or any service available through the WSU
Network to discriminate on the basis of race/ethnicity, color, creed,
religion, national origin, gender, sexual orientation, age, marital
status, the presence of any sensory, mental, or physical disability,
or whether a disabled or Vietnam era veteran. The WSU Network must
not be used for any type of harassment or copyright infringement.
Willful misuse
of the WSU Network or any service available through the WSU Network
can result in termination of access privileges, university disciplinary
action, and/or civil and criminal penalties.

SERVICE SECURITY POLICY

PURPOSE
The WSU Network
and network services are valuable resources for the successful operation
of the university. This network service security policy is intended
to protect and thereby ensure the continued availability of access
to network services provided by WSU.

All non-public
WSU network services shall be secured from unauthorized use.
NETWORK
SERVICES SECURITY
The WSU Network
Authentication Service provides verification of a user's identity
based on individual network-ids and passwords. Unless there is a
compelling reason to do otherwise, each non-public network service
provided by WSU will use the WSU Network Authentication Service
to verify that it provides service only to authenticated network
users.
A non-public
WSU network service may perform additional authorization procedures
to determine the user's authority and/or level of privileges in
using that non-public service. If the non-public WSU network service
maintains its own list of authorized users or other authorization
information, then the provider of that service must periodically
review and update those authorization lists.
WSU reserves
the right to review any network service (public or non-public) for
adequate security and for appropriate representation of the university.
WSU NETWORK
AUTHENTICATION SECURITY
The WSU Network
Authentication Service provides verification of the identity of
a user by means of an individual network-id and password. In order
to close pathways for unauthorized access, a network-id will be
disabled when the user is no longer an admitted or currently enrolled
student, an employee, or an associate of the university approved
for network use. A network-id will also be disabled after a specified
period of inactivity.
